To find the equation of a line we can use the following:

y-y_1=m(x-x_1)

Where m is the slope of the line and (x1, y1) is a point of the line.

Then, replacing m by -2/3 and (x1, y1) by (-1, 3), we get:

\begin{gathered} y-3=-(2)/(3)(x-(-1)) \\ y-3=-(2)/(3)(x+1) \\ y-3=-(2)/(3)x-(2)/(3)\cdot1 \\ y=-(2)/(3)x-(2)/(3)+3 \\ y=-(2)/(3)x+(7)/(3) \end{gathered}

Answer: y = (-2/3)x + (7/3)
