First we need to solve

\begin{gathered} x-1=-3 \\ x-1+1=-3+1 \\ x+0=-2 \\ x=-2 \end{gathered}

This means that to evaluate f(-3) we take x = -2. Now we replace in the equation of the function and we have

\begin{gathered} f(-3)=2\cdot(-2)+3 \\ =-4+3 \\ =-1 \end{gathered}

The answer is D) -1
