y-3=4(x-10)

and passes through ( -3,7)

The slope of the line given is 4. The slope of the perpendicular line is;


m=-(1)/(4)

The equation of the line is;


\begin{gathered} y-7=-(1)/(4)(x--3) \\ y-7=-(1)/(4)(x+3) \end{gathered}

Thus, the answer is Option B
