Method 1


(4)/(9)=(28)/(x)
\begin{gathered} 4x=28*9 \\ x=(252)/(4)=63 \end{gathered}

Method 2


(4)/(9)-(28)/(x)=0
(4x-252)/(9x)=0
\begin{gathered} 4x-252=0*9x \\ 4x-252=0 \end{gathered}
\begin{gathered} 4x=252 \\ x=(252)/(4)=63 \end{gathered}

Therefore, x=63.
