We need to calculate the rate of sold of Sheri to compare with Tim:


\begin{gathered} \text{Rate betw}een10AMand12PM\text{=}(28-14)/(2)=(14)/(2)=7\frac{tickets}{\text{hour}} \\ \text{Rate betw}een12PMand2PM\text{=}(42-28)/(2)=(14)/(2)=7\frac{tickets}{\text{hour}} \end{gathered}

Tim sells tickets at 14 tickets/hour and Sheri at 7 tickets/hour, so answer D is correct.
