The first thing is to calculate the change (translation) that was made at the beginning:

x-axis:


\begin{gathered} x-1=-4 \\ x=-4+1 \\ x=-3 \end{gathered}

y-axis:


\begin{gathered} x-3=-2 \\ x=-2+3 \\ x=1 \end{gathered}

Now lets's apply this translation to the point (3,1):


(3-3,1+1)=(0,2)

Therefore, the result is the point (0,2)
