To be able to answer this question, we need to compare the concentrations of the pollutants at the beginning of the monitoring (in 1980) with the concentrations at the end (in 2010).

Since we are not able to see the metrics for PM10 and PM2.5 in 1980, we can not take those in count for our analysis.

We then can analyze ozone, NO2, SO2, CO, and Lead; of which the one that has the most decrease is Lead as we can see in 2010.
