Explanation:

the slope (m) of a line is the ratio (y coordinate change / x coordinate change) when going from one point on the line to another.

so, going from (-8, 19) to (4, -2)

x changes by +12 (from -8 to 4).

y changes by -21 (from 19 to -2).

the slope (m) is therefore

-21/+12 = -7/4

and by using (4, -2) as the point, we get

-2 = -7/4 × 4 + b = -7 + b

5 = b

and the full equation is

y = (-7/4)x + 5
