y=-1/2x+2

Explanation:

You must first flip and change your slope in the original equation (so, 2x would turn to -1/2). Then use the equation y-y1-=m(x-x1) and plug in the new slope and the coordinates (so, (y-3=-1/2(x-(-2)) which now turns to (y-3=-1/2(x+2)) because a negative times a negative is a positive so now your equation will be (y-3=-1/2x-1) then add 3 so (y=-1/2x+2).
