I have only had LinkedIn for 2-3 years, but they have made some improvements during that time. One of the most relevant features for Laquisha would be the ability to add Skills to her profile and see what jobs LinkedIn is able to find. It is completely free and automatic.

Another helpful feature is seeing jobs from connections (whether 1st or 2nd). Networking is a crucial part in all of this. You could happen upon someone hiring a person with your skills for their new startup, or a hiring manager trying to fill a few positions, etc.
