\begin{gathered} (y+8)/(x+4)=\text{ 3} \\ \text{Cross multiply} \\ y+8=\text{ 3(x+4)} \\ y+8=\text{ 3x+12} \\ \text{Collect like terms} \\ y=\text{ 3x+12-8} \\ y=\text{ 3x + 4} \end{gathered}

The equation that represents the graph is y= 3x+4.
