The value of a dime is $0.10. If we call the amount of dimes as x, the solution for the following inequality is our answer


0.10x\leq0.97

If we multiply both sides by 10, we're going to have


x\leq9.7

Since x must be a whole number, the greatest possible number of dimes he could have is 9.
