we know that

If two lines are parallel, then their slopes are the same

we have the equation of the line y=9x-1

the slope of this line is m=9

so

the slope of the parallel line is too m=9

the equation of the line in slope intercept form is equal yo

y=mx+b

the equation of the line in point-slope form is equal to

y-y1=m(x-x1)

we have

m=9

(x1,y1)=(-2,3)

substitute in the equation

y-3=9(x-(-2))

y-3=9(x+2)

Multiply right side

y-3=9x+18

convert to slope intercept form

isolate the variable y

y=9x+18+3

y=9x+21

this is the equation of the line in slope intercept form
