Find the number of 50 pounds that COULD possibly lift

This means is looking for a maximum number, not a minimum number.

A maximum number means x, can only have a value between 0 and a positive number. So x is LIMITED

The only way x can be limited is in an equation inequality with < sign, and x is at the LEFT.

so in Sam's inequality x is at LEFT,it has a > sign

in Ronnie's inequality x is at LEFT, and it has < sign

so definitely second option, Ronny option is the correct one option.
