original price: $20

discount: 40%

20\cdot0.4=8

Discount is $8

Final price:

20-8=12

The final price is $12

The percentage you are actually paying is 100% - 40% = 60%

The equation that describes this problem is:

\begin{gathered} A=P\cdot((100-d))/(100) \\ A=20\cdot(100-40)/(100)=12 \end{gathered}

Where A is the actual price, P is the original price and d is the discount.
