Given the line:

4y+12=0

We simplify to have:

\begin{gathered} 4y=-12 \\ y=-(12)/(4) \\ y=-3 \end{gathered}

The line y=-3 is a horizontal line passing through y=-3.

Two points on the line that can be graphed are:

\begin{gathered} (1,-3) \\ (5,-3) \end{gathered}

You can pick any value of x. The value of y has to remain constant.
