measured 12.4 inches but it is 9.6, the error is 12.4 - 9.6 = 2.8 inches

2.8 inches in percentage with tespect to 9.6:

100 (2.8/9.6) = 280/9.6 = 29.2 %

Answer:

Error is 29.2% of the actual lenght (9.6)
