Since the regular price is 92.99 for each tire, and it has a discount of 20, the final price of each tire is:

92.99 - 20 = 72.99

Now, since he bought 8 tires, the total cost would be:

8 * 72.99 = 583.92

We now need to include the sale tax rate of 4%. We can do so by using the following formula:

price + tax = (1 + tax rate) * price

So, we have:

price + tax = (1 + 4%) * 583.92

Notice that:

4% = 4/100 = 0.04

Then:

price + tax = (1 + 4%) * 583.92

= (1 + 0.04) * 583.92

= 1.04 * 583.92

= 607.2768

≅ 607.28

Therefore,

$607.28 will be charged to Patrick's VISA card.
