The given polynomial :

(-4y^3-16y^2-12)/(-4)

Divide each term of the numerator by 4:

\begin{gathered} (-4y^3-16y^2-12)/(-4)=(-4y^3)/(-4)-(16y^2)/(-4)-(12)/(-4) \\ (-4y^3-16y^2-12)/(-4)=y^3+4y^2+3 \end{gathered}

Answer : y³ + 4y² + 3
