3+(x)/(2)=10

His first step should be subtracting 3 from both sides of the equation(Subtraction property of equality).

\begin{gathered} 3-3+(x)/(2)=10-3 \\ (x)/(2)=7 \end{gathered}

The multiplication property of equality states that when we multiply both sides of an equation by the same number, the 2 sides remain the same.

The next step is the Multiplication property of equality

\begin{gathered} (x)/(2)*2=7*2 \\ x=14 \end{gathered}

His error is that the Multiplication Property of equality came before the Subtraction property of equality. The subtraction property of equality should come first.
