Let us first find the dimensions of the rectangle.

The rectangle is 4 cm by 4 cm.

And since 1 cm = 8 meters, the dimensions in meters are

4\operatorname{cm}*\frac{8m}{\operatorname{cm}}=32m

and

4\operatorname{cm}*\frac{8m}{\operatorname{cm}}=32m

Hence, the dimensions of the tarp in meters are 32 meters by 32 meters; therefore, the area is

32m*32m=1024m^2

Hence, the area of the actual tarp is 1024 square meters.
