Let's define first % by mass:

The mass (g) of solute ------- 100 g of solution

Here we have a 2.4 % by mass solution, and 5 kg of solution.

According to this:

2.4 % (w/w):

2.4 g solute ------ 100 g of solution

1 kg = 1000 g ==> 5 kg = 5000 g

Procedure:

2.4 g of solute ------ 100 g of solution

x ------ 5000 g of solution

x = 120 g

Answer: 120 g of NaClO (solute)
