Since PQRS is a rotation of JKLM, the quadrilaterals are congruent, because a rotation doesn't change the shape and size of the figure.

That means corresponding angles are congruent.

Looking at the order of the vertices in the name of each quadrilateral, angles K and Q are corresponding angles in congruent figures, therefore they are congruent.

So the correct option is the second one.
