The expression given is,

4x^5y^2\cdot \:2xy^(-3)

Multiply the numbers:

\begin{gathered} \:4\cdot \:2=8 \\ \therefore4x^5y^2*2xy^(-3)=8x^5y^2xy^{\left\{-3\right\}} \end{gathered}

Simplify

8x^5xy^2y^(-3)=8x^6y^2y^{\left\{-3\right\}}

Also,

\begin{gathered} y^2y^(-3)=y^(2-3)=y^(-1)=(1)/(y) \\ \therefore8x^6y^2y^{\left\{-3\right\}}=8x^6(1)/(y)=(8x^6)/(y) \end{gathered}

Hence, the answer is

(8x^(6))/(y)\text{ \lparen Option 2\rparen}
