first find the slope :
m= (1-3)/(0-(-3))
m= -2/3
then plug that slope and (0,9)into point slope form to get
y-9 = -2/3(x-0)
but if you want slope intercept form the simplify further
y-9= -2/3x
y=-2/3x+9
