Now,

According to the question,

W is the mid point of the point UV.

Then,

Suppose V is the point,


V=(x_2,y_2)

Now,

From the formula of midpoint,


W=((x_1+x_2)/(2),\text{ }(y_1+y_2)/(2))

Then,

Put the value in above formula,

So,


\begin{gathered} W=((x_1+x_2)/(2),\text{ }(y_1+y_2)/(2)) \\ (-3,\text{ -7)=}(\frac{-8_{}+x_2}{2},\text{ }\frac{9_{}+y_2}{2}) \end{gathered}

Now,

Solve the above equation, to get the value of V,

So,


\begin{gathered} (-3,\text{ -7)=}(\frac{-8_{}+x_2}{2},\text{ }\frac{9_{}+y_2}{2}) \\ \frac{-8_{}+x_2}{2}=-3,\text{ }\frac{9_{}+y_2}{2}=-7 \end{gathered}

Then,


\begin{gathered} \frac{-8_{}+x_2}{2}=-3,\text{ }\frac{9_{}+y_2}{2}=-7 \\ -8+x_2=-6,9+y_2=-14_{} \\ x_2=-6+8,y_2=-14-9 \\ x_2=2,y_2=-23 \end{gathered}

So, the point of V is, (2, -23).

Hence, the option second is correct.
