The equation of line passes through the point (x_1,y_1) and (x_2,y_2) is,


y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1)

Substitute the coordinates of the points in the equation to obtain the equation of line.


\begin{gathered} y-4=(19-4)/(3-0)(x-0) \\ y-4=5x-5\cdot0 \\ y=5x+4 \end{gathered}

The general equation of line with slope m and y-intercept b is,


y=mx+b

On compare the general equation with y=5x+4, it can be observed that slope is m=5 and y intercept b is 4.

So answer is m=5 and b=4.
