You have the following inequalities:

-2y > 2

y/3 < - 1

3y < 2y + 3

In order to graph the previous inequalities on the number line, you first solve the previous inequalities:

-2y > 2 divide both sided by -2

y < 2/(-2) where you take into account that the division by a negative number change the sense of the inequality

y < -1

y/3 < -1 multiply both sides by 3

y < -1(3)

y < -3

3y < 2y + 3 subtract 2y both sides

3y - 2y < 3

y < 3
