two parallel lines have the same slope, the slop is the number accompains the x, so is -1/4

the general form of the line is


y=mx+b

I can replace the slope and the point (-4,-2) to find b


\begin{gathered} (-2)=(-(1)/(4))(-4)+b \\ -2=1+b \\ b=-2-1 \\ b=-3 \end{gathered}

so, the new parallel line is


y=-(1)/(4)x-3
