Joe's rate of download is given as

\frac{no\text{ of songs downloaded}}{\text{time taken}}
\begin{gathered} no\text{ of songs downloaded = 8 songs} \\ \text{Time taken = 10 minutes} \\ \text{Joe's rate = }\frac{8}{10\text{ }}=0.8\text{ songs per minute} \end{gathered}

Jasmine rate of download is given as

\begin{gathered} \frac{no\text{ of songs downloaded}}{\text{time taken}} \\ no\text{ of songs downloaded = 12 songs} \\ \text{Time taken = 15 minutes} \\ \text{Jasmines rate =}(12)/(15)=0.8\text{ songs per minute} \end{gathered}

Since both Joe and Jasmine have the same rate of song download/minute, none is faster than the other
