Determine the difference between actual distance and measured distance.

1.9-1.6=0.3

Determine the percent error in measurement.

\begin{gathered} (0.3)/(1.9)\cdot100=15.789 \\ \approx15.8 \end{gathered}

So percent error is 15.8%.
