\begin{gathered} \text{equation is }\Rightarrow y=5x+1 \\ \text{So, slope is}\Rightarrow m=5 \\ New\text{ slopp is}\Rightarrow m^(\prime)=-(1)/(5) \\ So\text{ the new eqyation is,} \\ y-y_1=m(x-x_1) \\ y+1=-(1)/(5)(x-3) \\ 5y+5=-x+3_{} \\ 5y=-x+3-5 \\ 5y=-x-2 \\ y=-(1)/(5)x-(2)/(5) \end{gathered}
