t(p)=a+bp

Substitute the given ( 1,6) in the above expression.


\begin{gathered} 6=a+b(1) \\ b=6-a \end{gathered}

Substitute (5, 20.4) in the expression.


20.4=a+5b

Substitute (6-a) in above expression.


\begin{gathered} 20.4=a+5(6-a)) \\ -9.6=-4a \\ a=2.4 \end{gathered}

The value of b is,


\begin{gathered} b=6-2.4 \\ =3.6 \end{gathered}

The expression is t(p)=3.6p+2.4.

Thus, the third option is correct.
