Slope-intercept form of a line:

y = mx+ b

where m is the slope and b is the y-intercept.

Replacing into the equation with m = -2 and point (-7, 13) we get:

13 = -2(-7)+ b

13 = 14+ b

13 - 14 = b

-1 = b

Then, the equation is:

y = -2x - 1
