The standard for of a parabola equation is given by:

\begin{gathered} (y-k)^2=4p(x-h) \\ or \\ (x-h)^2=4p(y-k) \end{gathered}

Considering the first form with h = 3, p = 1/16 and k = -4 we have:

\begin{gathered} (y+4)^2=(4)/(16)(x-3) \\ (x-3)=4(y+4)^2 \end{gathered}

Therefore, the equation represents a parabola where h = 3, k = -4 and p = 1/16
