1) Let's complete the square, and label the Center, and the radius

x² + 2x + y² - 4y=4 Dividing the coefficients of x and y by 2

x² +2x +1 +y²-4y+4=4+5 Adding on both sides the new addends

(x+1)²+(y-2)²=9
