(0)/(7) = 0
[(0)/(x) =0 ]

0 divided by any number will equal to 0 and has meaning.

(7)/(0) =0.
[ (x)/(0) = 0 ]

the expression has no meaning. any number divided by 0 is undefined.

(0)/(7) = 0 [ apply
(0)/(a)=0 rule ] as 0 divided by any number will equal to 0 and has meaning.

(7)/(0) = undefined. [ apply
(a)/(0)\:\mathr = undefined rule ] as the expression has no meaning. any number divided by 0 is undefined.
