$\begin{gathered} \text{remember that the slope of the parallel of a line has the same slope, so the equation has the form} \\ y=-(1)/(4)x+b \\ \\ \text{and since it passes through (12,10)} \\ \\ 10=-(1)/(4)(12)+b \\ 10=-3+b \\ 10+3=b \\ b=13 \\ \\ \text{And the equation }is\text{ now} \\ y=-(1)/(4)x+13 \end{gathered}$
