We have that the formula of the slope is

m=(y_2-y_1)/(x_2-x_1)

where

(0,-5)=(x1,y1)

(3,-1)=(x2,y2)

we substitute the values

m=(-1+5)/(3-0)=(4)/(3)

the slope is 4/3
