For a set of values to be considered a probability function, each value of probability must be between 0 and 1.

The accumulated probability of the function must be equal to one, F(x)=1, this means that if you add all probabilities, the result must be equal to one.

F(x_i)=\Sigma P(x_i)

Add the given probabilities:

\begin{gathered} F(x_i)=0.7+0.2+0.1+0.1 \\ F(x_i)=1.1 \end{gathered}

The accumulated probability is more than one, which means that the given set of values do not represent a probability function.
