We have to use the quadratic parent function

y=x^2

A vertical stretch by 3 units means we have to multiply by 3

y=3x^2

7 units to the left mean we have to add 7 to x

y=3(x+7)^2

At last, 2 units up mean we have to add 2 to the function

y=3(x+7)^2+2

Hence, the function is

y=3(x+7)^2+2
