We are told that h(a) = 33, which means when you put an into the function the output is 33. In other words,


h(a)=5(a)+3=33

This gives us the equation


5a+3=33

Subtracting 3 from both sides gives


5a=30

Finally, dividing both sides by 5 gives


a=6.
