1) The first thing we need to do when we need to transform a figure is to get to know the coordinates. In this case, we can write out the following coordinates of the Pre-image

J(0,1)

K(2,1)

L(-1,3)

2) The center of dilation is the point (0,-3). Since the scale factor is 2 then the image is going to be twice the size of this pre-image.

Note that we can write the following, given that the center of dilation is (0, -3). Counting from the center of dilation we can tell that:

3) Now, let's write out the coordinates of the Image, after moving each point to the right/left and up/down we could find these coordinates.
