\begin{gathered} 5qt=6p+10c+2lb(m) \\ \text{where:} \\ p=\text{potatoes} \\ c=\text{carrots} \\ m=\text{meat} \end{gathered}
2gal*(4qt)/(1gal)=8qt

Therefore:

\begin{gathered} (8)/(5)(5qt)=(8)/(5)(6p+10c+2lb(m)) \\ 8qt=2gal=9.6p+16c+3.2lb(m) \\ 2gal=10p+16c+4lb(m) \end{gathered}

It will need:

10 potatoes

16 carrots

4lb of stew meat
