2 1/4 as much sugar as chocolate chips.

1 1/2 of sugar used

cups of sugar / chocolate chips


\frac{2\text{ 1/4}}{1}=\frac{1\text{ 1/2}}{x}
x\cdot2\text{ 1/4 = 1 }\cdot\text{ 1 1/2}
x=\text{ 1 1/2 / (2 1/4)}

x = 2/3
