the given equation of line is

y = 3x - 2

slope of this line is

m = 3

for the parallel lines the slope is always same,

so the equation of the parallel line that is passing through (-2, -1)

y-(-1)=m(x-(-2))

put m = 3

y + 1 = 3 (x + 2)

y + 1 = 3x + 6

y = 3x +6 -1

y = 3x + 5

so the answer is y = 3x +5
