The standard equation of a circle is expressed as

(x - h)^2 + (y - k)^2 = r^2

where

h is the x coordinate of the center of the circle

k is the y coordinate of the center of the circle

r is the radius of the circle(the distance from the center of the circle to the circumference

From the graph,

h = - 1

y = 4

r = 5

By substituting these values into the equation, we have

(x - - 1)^2 + (y - 4)^2 = 5^2

(x + 1)^2 + (y - 4)^2 = 25

Thus, the equation of the circle is

(x + 1)^2 + (y - 4)^2 = 25
