You have the followinge quation:

y = 3|x| - 8

|x| is the absolute value of x, and it makes that any positive or negative value of x becomes positive.

Then, without importance of the sign of the values of x, you always get a positive value in the first term of the equation. Thus, while x increases or decreases the function increases. This last means that the graph open right.

Hence, the answer is:

A) up
