To determine how many people out of the 300 surveyed did not know how to ride a bike, you have to calculate the 15% of 300.

You can use cross multiplication to do so:

100%____300 people

15%_____x people

Both relations have to be at the same ratio so that

(300)/(100)=(x)/(15)

Multiply both sides by 15 to determine the value of x:

\begin{gathered} 15\cdot(300)/(100)=15\cdot(x)/(15) \\ 45=x \end{gathered}

This means that out of the 300 people surveyed, 45 did not know how to ride a bike.
