Is this a direct variation why if so?y = -2x + 3

Yes the gievn variation is direct.

In a direct variation, there is a comparison between two quantities and as one increases, the other one increases proportionately.

As a graph, a direct variation is a straight line with a positive, constant slope.

Here as x varies, y also varies in proportional with x.
